AFIS : AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM

The PTC SECURITY SYSTEMS company has established a separate IT Department, dealing with designing and implementing dedicated IT solutions, using large scale biometrics technologies.

The AFIS (Automated Fingerprint Identification System) is used for collecting and searching for digital images of fingerprints and palm prints taken from suspects as well as unidentified fingerprint traces secured at crime scenes, which permits fast identification of persons.

The system is also used for identifying arrested persons, control at border crossings and corpse identification. The Essence of the AFIS system is the possibility of automatic coding of a single fingerprint trace at a crime scene and comparing it within a few minutes with millions of fingerprints stored in specific databases.

In Poland, Europe AFIS was installed for the first time in 2000 in the Fingerprint Department of the Central Forensic Laboratory of the Main Police Headquarters. There are now approximately 3.200.000 fingerprint cards and 63.000 unidentified fingerprint traces from crime scenes in the AFIS database. The card database contains fingerprints taken from crime suspects and stored on cards, while the tracks database contains traces left at crime scenes by unidentified criminals.

Types of fingerprint comparison and matching in the AFIS system:

• traces with cards (trace - card type matching) : criminals can be detected
• a card of a criminal with trace database (card - trace type matching) : it can be verified if the criminal has previously committed other crimes not yet detected
• traces with traces (trace - trace type matching) : different crimes committed by the same perpetrator can be detected
• card - card type matching allows for identification of persons or corpses

Among the most important tasks of the AFIS system are:

• storing fingerprint data of persons subject to criminal registration
• storing fingerprint data of foreigners subject to administrative procedures based on immigration and foreigners acts
• collecting unidentified fingerprint traces from crime scenes
• verifying fingerprint data of persons
